      <description>EU leaders closed one  chapter in the debt crisis late yesterday with a new treaty supposed to  end deficits -- then launched a big final push to resolve Greece's  bailout woes.
European Union president Herman Van Rompuy called for a new deal with Athens &amp;quot;by the end of the week&amp;quot; on the  conditions underpinning the long-delayed second bailout for Greece.
Greek Prime Minister Lucas Papademos went immediately into  post-summit talks with top officials from the EU and the European  Central Bank (ECB).
In October last year, Greece was promised a second bailout of  130 billion euros ($171 billion) if it could convince private investors  to write off 100 billion euros of debt.
That deal is still to be finalised, as is a reassessment of Greece's debt sustainability.
Eurozone partners' handling of the Greece issue in the  intervening months reached a nadir when Germany at the weekend suggested  placing the Athens government under wardenship.

      <description>All EU nations except Britain and the Czech Republic agreed at a summit last night to join a fiscal pact aimed at preventing future debt crises.
EU president Herman Van Rompuy said: &amp;quot;25 member states join and will sign the fiscal compact.&amp;quot;
Britain had already refused to join the pact in December  while officials said the Czech Republic indicated that it must first  secure ratification back home before it can take part.

The pact, pushed by Germany, will require governments to  introduce laws on balanced budgets and impose near automatic sanctions  on countries that violate deficit rules.
An agreement emerged after France and Poland overcame a  dispute over Polish demands for non-euro nations to have a seat at  eurozone summits.
The treaty must be formally signed in early March and will come into force once 12 nations have ratified it.
French President Nicolas Sarkozy voiced suprise at Prague's  U-turn on the pact after the country had backed the project at the  December summit.
&amp;quot;Why is it that something acceptable in December no long is today?&amp;quot; Sarkozy said at a post-summit press conference.</description>

      <description>EU Council President Herman van Rompuy this evening announced another EU summit to be held in Brussels at the end of next month.
In a video-message, Mr Van Rompuy said that the 27 EU leaders have been called to meet in Brussels on January 30 with an agenda focusing on jobs.
He said that the creation of more jobs was becoming more and more important as the EU was now expected to experience zero-growth during the first part of 2012 with many member states expected to enter a recession.
During their meeting EU leaders are also expected to discuss the text of the draft Fiscal Pact, agreed among all the EU member states with the exception of the UK less than two weeks ago.
The pact, to be concluded by March, will introduce new fiscal rules among all eurozone member states, including the need for the insertion of a 'golden rule' in the constitutions of member states forcing them to move towards a balanced budget, an obligation to cut the deficit by at least 0.5 per cent of GDP every year and the introduction of automatic sanctions on those member states breaching deficit and debt rules.

      <description>In recent days, we have often read that the problem of timing  &amp;ndash;  with governments, and in particular Berlin, taking way too long to decide on what action to take  &amp;ndash;  is one of the reasons why the debt crisis in the Eurozone has come close to &amp;nbsp;breaking up the single currency.
And when governments respond, they do so in a half-hearted fashion: by waiting for the Franco-German couple to take the initiative. 
Willingly or perhaps not so willingly manning the helm, &amp;ldquo;Merkozy&amp;rdquo; has managed to pilot the euro through the shoals of the crisis  &amp;ndash;  at least until now.
At the same time, their management of the emergency and the developments to come have enshrined the triumph of the intergovernmental method, favoured by Angela Merkel and Nicolas Sarkozy, as well as the President of the European Council and adroit weaver of compromises, Herman Van Rompuy.
It is a method that has its advantages  &amp;ndash;  we can react more rapidly, more effectively, and more legitimately when decisions are taken by government leaders  &amp;ndash;  and its disadvantages: the absence of transparency and the de facto marginalisation of &amp;ldquo;small&amp;rdquo; countries.
The other drawback is that the intergovernmental method has sidelined community institutions (the European Commission and Parliament) to the point where it has weakened the entire EU, which is now perceived by the public as a part of the problem rather than the solution.
In spite of Jos&amp;eacute; Manuel Barroso&amp;rsquo;s demands for a more important role for the Commission  &amp;ndash;  with, as a first step, control over the observance of the new pact for the euro  &amp;ndash;  the institution he presides continues to viewed by &amp;nbsp;commentators and a significant section of public opinion as &amp;nbsp;a club of non-elected bureaucrats, which assumes that it can tell sovereign governments how to manage their budgets, and even how to apply austerity measures that are deemed to be inevitable.
This is the main disadvantage of the organisation that is supposed to embody European governance. Although they benefit from the approval of the European parliament, the European commissioners are not elected by citizens, but designated by member states.
This lack of direct suffrage has caused many Europeans to question the legitimacy of their actions. That is why it is desirable that they should be elected, either directly by citizens, or, perhaps more realistically in the short-term, by the members of the European Parliament.
